Prepaid cards
A prepaid card is a payment card that you can use to pay for purchases. Prepaid cards can be either physical or electronic. When you use the card, the merchant deducts the amount you use from the total amount on the card.
Types of prepaid cards
There are different types of prepaid cards.
Prepaid cards issued by a financial institution
Prepaid cards issued by a financial institution link to certain payment card networks, such as:
- American express
- Mastercard
- VISA
The payment card network logo will be on the card. You can use the prepaid card at most merchants that accept credit cards from the same payment card network. For example, you may use a prepaid mastercard at a store that accepts mastercard credit cards.
Note the following about prepaid cards issued by a financial institution:
- You need to put money on the card
- You can reload the card as many times as you want until it expires
- The money on the card won't expire
- You may have to pay a fee to reload the card
- You may be able to make cash withdrawals
- You usually won’t have to pay for transactions you didn’t make or approve
Replacing a prepaid card after it expires
If your prepaid card expires and it still has money on it, contact the prepaid card issuer.
- Send you a new card
- Send you a cheque for the remaining balance on the expired card
The card issuer may charge you a fee for these services.
Promotional prepaid cards
You may get a prepaid card as part of a promotional, loyalty or award program. Like other prepaid cards, they link to a payment card network.
Note the following about promotional prepaid cards:
- There’s usually an expiry date
- You can’t reload them
- You can’t make cash withdrawals
Read the card agreement carefully for details about the terms and conditions.
Fees to use a prepaid card
Fees can lower the value of your prepaid card. This means you’ll have less to spend. Review the terms and conditions of your prepaid card to find out what fees apply.
Depending on the kind of prepaid card you have, you may need to pay fees to:
- Activate your card
- Make purchases
- Check your balance
- Withdraw money from an ATM
- Replace the card
- Customize the card
- Load more money onto the card
- Cover overdrafts
- Transfer the remaining funds onto a new card
- Maintain your card if you don’t use it for a certain period of time
- Keep your card active each month
Activation fees
Some prepaid cards charge an activation fee or purchase fee. You pay the activation fee only once. The fee isn’t refundable. Activation fees vary. They can be a flat fee, or can depend on the card’s value.
If there’s an activation fee, it takes money from your card. For example, if a $50 prepaid card has an activation fee of $4.95, then the actual amount of money on the card is $45.05.
Checking your prepaid card balance
Most prepaid cards offer several ways to check your balance and transactions, including:
- Online
- On a mobile device
- In store
- Over the phone
You may have to pay a fee to check your balance.
Prepaid cards from federally regulated financial institutions must provide a toll-free number so you can check your balance.
Using a prepaid card
Before buying the card, find out if the places where you shop accept the card, such as:
- Hotels
- Vehicle rental agencies
- Pay-at-the-pump gas stations
- A single store or a group of stores
- Online merchants
- Merchants outside of canada
A merchant can decline a prepaid card if:
- The merchant does not accept a prepaid card as a form of payment
- The balance isn’t enough to pay for the purchase
- There is a hold on the funds on the card
Registering your prepaid card
You must register your card to be protected from unauthorized transactions if your card is lost or stolen. Unauthorized transactions are transactions you didn’t make or approve.
To register a prepaid card, you usually have to give the card issuer the card’s registration number and your contact information.
Reviewing the terms and conditions of a prepaid card
Each prepaid card has different terms and conditions. Take time to review your prepaid card agreement so that you’re aware of any expiry dates, fees or limits.
Cancelling a prepaid card
Generally you can’t cancel a prepaid card. The only way to access the funds is to use the card.
Some card issuers will allow you to cancel the prepaid card for a fee. The issuer deducts the fee from the remaining balance before you get any money back.
Check the card’s terms and conditions for more details.
Paying bills with a prepaid card
You may be able to pay bills with a reloadable prepaid card. Check your agreement and ask your issuer. Find out if the merchant or service provider accepts prepaid cards.
Holds on funds when using your prepaid card
Restaurants, businesses that provide a service, hotels, car rental agencies or pay-at-the-pump gas stations may put temporary holds on the money on the card. This may limit the amount of money available. Check your balance after using your prepaid card.
- If you use a prepaid card to book a hotel room, some hotels will immediately reserve funds on the card to hold the room. You won’t be able to use this money to make other purchases. Once you've settled your hotel bill, the hotel credits any unused money from the hold to your prepaid card. If the hotel doesn’t clear the hold immediately, there may be a delay before you can use the funds
- If you use a prepaid card at a restaurant or other business, they may reserve funds to cover tips by adding an extra charge to the card
Lost or stolen prepaid cards
Report your card lost or stolen. The prepaid card issuer may transfer money left on the card to a new card. Check whether a fee applies.
In some cases, losing the card is the same as losing cash. You can’t recover the money on the card.
Unauthorized transactions
If your prepaid card is lost or stolen, report it to the financial institution that issued your prepaid cards as soon as possible. In some cases, you may not get your money back for any transactions made before you reported the card lost or stolen.
You may not have to pay for an unauthorized transaction if your prepaid card is covered by a zero liability policy or fraud protection guarantee.
This may include cards which are:
- Registered
- Reloadable
- Issued by federally regulated financial institutions
- Part of a payment network such as american express, mastercard or VISA
You may have to pay for unauthorized transactions if you didn’t act responsibly to protect your card or if you shared your personal identification number (PIN ).
Check your prepaid card agreement to see what happens if your card is lost or stolen.
Canadian banks that allow online gambling
Not all canadian banks will process deposits directly to international online casinos. While we can’t cover every independent bank and credit union here we can help players understand the ins and outs of casino banking with the ‘big five’ financial institutions in the country and reveal some simple ways to get your money into and your winnings back out of online casinos using any canadian bank account.
Online gambling has been a provincial or territorial matter since 2009 so there are no laws at the federal level that restrict players from visiting or playing at offshore casinos. None of the provinces or territories have created any laws to prevent citizens from depositing and playing internationally either. However, one of the big banks will only process payments to and from provincial lottery corp casinos – that bank is the bank of nova scotia (scotiabank).
Due to a U.S. Law, the unlawful internet gambling enforcement act of 2006 (UIGEA) major banks such as chase, with headquarters in america, are not able to process any gambling funds for international online gambling.
However, the bottom line is that if you want to gamble online, the most effective way is to use an instant banking method instead of using a bank provided credit card. This method will work with any bank you are with and allows you to effectively play at any online casino without having any worry of deposits or withdrawals being declined.
Nevertheless, let’s take a look at which of the major canadian financial institutions allow online gambling transactions and alternative options available to fund your account.
The banks of canada
Bank of nova scotia (scotiabank)
Scotiabank will only process transactions to online gambling sites operated by a crown corporation such as
espacejeux.Com for quebecers, playolg.Com for ontarians, and playnow.Com for players in british columbia and manitoba. For more information on scotia payment options click here.
Bank of montreal (BMO)
BMO is happy to process offshore gambling transactions and treats them as “cash-like transactions” the same as
purchasing money orders or travelers checks. The BMO mastercard cardholder agreement (.PDF) defines the term as such: “cash-like transactions mean transactions involving the purchase of items directly convertible into cash including wire transfers, money orders, travelers cheques, gaming transactions (including betting, off-track betting, race track wagers, casino gaming chips and lottery tickets).”For more information on BMO payment options click here.
Canadian imperial bank of commerce (CIBC)
CIBC reserves the right to not process gambling transactions, as seen in their credit card agreement 3.I which states
“prohibited use of card. CIBC may block transactions that it can identify as internet gambling.” however, most transactions go through without a problem and there are other ways to access your CIBC funds for online gambling as you can see here or below.Royal bank of canada (RBC)
The RBC credit card agreement also states that they can prevent transactions connected to internet gambling. However, many of the methods discussed here will enable use of this card through a third party service.
For more information on RBC payment options click here.
Toronto-dominion bank (TD bank)
TD bank has been blocking many credit card deposits at online casinos since 2013 but still allows several other methods of funding. We’ll look at ways to fund your online casino account using this and other major canadian banks in the following section;
For more information on TD bank payment options click here.
Other ways to fund casinos with a bank account
So we can see that the fact only scotiabank expressly prohibits the use of their visa gift cards at any online casino not owned or operated by provincial or territorial agencies (.PDF), does not mean that you will always be able to deposit directly from your bank account with a visa or mastercard if you bank with one of the other major institutions. TD bank, RBC, and others occasionally reject credit or debit card deposits or withdrawals.
One of the most direct methods of funding your casino account from a canadian bank is to use an echeck/ACH facility. With this method you would enter information found on one of your paper checks and the funds will be deposited immediately.
In order to deposit or withdraw bank funds consistently an intermediary account or ewallet is the usually the best bet. All commonly used methods are listed as follows:
Instant banking
- Interac
- Instadebit
- Idebit
- Bank wires
Electronic wallets
Prepaid cards
Instant banking
Interac e-transfers
if you already shop online you are probably familiar with using interac to make purchases. The highly secure funds-transfer method also works for casino deposits and withdrawals and many find it to be the preferred method for online gambling.
Most canadian online casinos recognize that many customers prefer to use interac as sensitive financial information is not revealed in the process. It’s growth in popularity is making many online casinos recognize it as a must have payment option.
Instadebit
much like interac, instadebit is another instant payment method used to transfer funds from your bank account to a casino or other online merchant. You can also cash out your winnings via instadebit.
Since the facility works as an intermediary, your bank will not know that you are transacting with an online casino, so even scotiabank and small credit union customers can use this method at any online casino that offers it.
Idebit
offers instant deposits as well as withdrawals from any canadian bank account. Players don’t need a credit card to use these services and your bank will not be aware of your transaction partner. Your funds remain at your financial institution until you transfer them. Deposits are transacted instantly but withdrawals may take a few days to process.
Usemybank
while most players around the world can only use this method for deposits, canadians who are approved for pre-authorized debits (PAD) can also use it to withdraw funds from an online casino.
If you see the usemybank logo in the casino’s banking section, simply click, enter your banking information, and deposit. The funds will be available instantly and there are no user fees.
Bank wires
this is rarely an attractive option for canadian players to deposit with. Banks may refuse the transaction which can take over a week to be processed. If you have deposited with a pre-paid card or another method that does not allow withdrawals back to it, direct bank transfer is a way to collect your winnings securely.
Electronic wallets
E-wallets are a popular alternative to instant banking because transactions to and from a casino are processed extremely fast. However, the biggest difference is that it requires you to set up a 3rd party account and transactions made to get your money out will often incur fees. Neteller used to be a very popular e-wallet used to fund your account, however, it is no longer available for canadians to use at online casinos but there is ecopayz, muchbetter, webmoney and jeton which are great alternatives.
These wallets must first be funded, so they are more like a paypal account that you need to keep topped off. Once your account has money in it, you can use those funds to deposit. Casinos will also payout to wallets, and these payments can be instant. You will then need to transfer the money again in order to spend it anywhere that does not accept ewallet transactions.
Prepaid cards
Another alternative is to use a prepaid card, for example, you could buy a vanilla prepaid card from any 7-11. You can use these type of cards to deposit funds at any casino, however, be aware that you won’t be able to withdraw back into it. In this case, you would only be able to withdraw any winnings by requesting for a cheque to be sent to your address.
Conclusion
Some banks allow online gambling transactions and some don’t. But the most effective way of all is to simply use any of the instant banking options instead (we recommend interac), since it will work in conjunction with any bank and avoids any possible hassle of a transaction being declined. Alternatively, you could use an E-wallet, however they aren’t as widely accepted and will often charge fees when you choose to transfer or withdraw funds. A prepaid card is also another alternative, however, withdrawals will have to be sent via cheque.
How can businesses prevent underage gambling?
There are two very serious news items this week, both from the world of land based gambling and both involving real or feared underage gambling. We at slots play casinos follow both the land based and the online gambling markets even though we primarily cover the online market.
We feel that the many advantages of online gaming—such as casino bonuses, high return to player rate, no waiting, no travel costs, just to name four— far outweigh the advantages of land based gaming but we pay close attention to both sides of the gaming spectrum.
Underage gambling in great britain
BBC reports a study made by the british gambling commission that found that only 10% of pubs in britain do anything to stop underage people from gambling at their gaming machines. The people working at the pubs are expected to prevent people under the legal gambling age from playing and gambling at these machines.
Expecting pub workers to be the watchdogs on the premises to prevent underage gambling was probably flawed from the beginning. First, pub workers are busy doing their own jobs. They are hired to serve drinks and food to customers, to keep the place clean, and to deal with customers who may have already had too much to drink.
If the young people playing gambling machines are not demanding any of the workers’ time and are not causing a ruckus, it would seem natural that the workers would leave them alone. Secondly, pub workers are often very close in age to the underage gaming machine players. There is likely quite a bit of peer pressure to allow the young people to continue doing what they are doing. After all, the workers were probably doing the same as underage gamers just a few years before.
Comparison to alcohol and tobacco
There are also age restrictions in britain to alcohol and tobacco consumption and previous reports say that between 70-85% of all establishments that sell tobacco products or alcoholic beverages succeed in preventing their use by underage youths. This means that pubs are failing to do their job regarding gambling on their premises at a far higher rate than they are failing to prevent underage youth from drinking there.
Machines lack signs
The pubs themselves are also to blame in part. The law states that there are supposed to be signs telling gamers the legal age for using the machines and the penalty for getting caught. In almost all pubs, these signs are also lacking.
Fixed odds betting terminals
These findings come as the government continues to talk about when to implement the reduction in the maximum bet allowed at FOBT’s from £100 to £2. Seems this change would make it even easier for teens to place bets they should be prevented from placing altogether. The change was originally scheduled to begin in october 2019 but is now set to start in may of next year.
Reactions
Helen rhodes, programme director for the gambling commission, said that the commission was “extremely concerned” about the failures of pubs to prevent underage people from playing FOBT’s. For their part, the chief executive of the british beer and pub association, brigid simmonds, said that the pubs are determined to offer “a safe and friendly environment for families”.
So, if the pubs are to welcome families, how are they to keep the young people from playing FOBT’s. It would seem that some of the responsibility would be in the hands of the parents who brought the young people to the pub in the first place.
Opponents of FOBT’s in general will likely latch onto this news item and push to make all FOBT’s illegal.
Illinois and chicago
From the problem of underage gambling in great britain, we cross the ocean to the united states and to the city of chicago. Video gambling is illegal in the city of chicago, the largest city by far in the state of illinois in the U.S. Midwest. Still, the chicago area is a lot bigger than the city itself and in the surrounding suburbs video gambling is legal.
There are now about 11,000 video machines spread across the chicago area in what are being called “little baby casinos”. If 11,000 new video machines were located in full-scale land based casinos, they would occupy fully nine such casinos. The small establishments that put in video gambling machines may have 50 or less. That means that there are already at least 200 such small casinos and this is just the beginning as video gaming became legal in illinois only in 2012.
These little casinos are getting set up in small businesses such as fast food restaurants. One such restaurant, a mexican style fast food place has recently reduced its former menu to just one item because overwhelmingly the people who come into the establishment come to play video gambling machines. Other small businesses that have put in video gaming machines are truck stops, bars and pubs, pizza restaurants, and general storefront shops. There are reports that a donut shop has also put in video gaming machines.
The dilemma lawmakers in illinois face is between the massive amount of new revenue legally being produced by these small “casinos” and the dangers that underage gamers will gamble at them. Video gambling revenues are up 75% in the past three years and the state of illinois is desperate to get money any way it can.
Bars and pubs
Unlike in great britain, where bars and pubs are trying to create a friendly environment for families, bars and pubs in the united states cater almost exclusively to people over the age of 21. So, there is a lot less fear that underage gamers will play video machines in bars and pubs. However, that is certainly not the case in restaurants and simple storefront operations.
So, the people of illinois and the small communities that surround chicago face the problem of maximizing tax revenue from legal gambling and at the same time preventing young people from accessing these machines.
Illinois also has to assess the balance sheet of revenues generated from all gambling sources. Even as land based video gambling machines are producing revenues in record numbers, revenues from horse racing, lotteries, and river boat gambling are way down.
One observer has said that the small video gaming machine establishments are the next step in the progression of online gambling from desktop to mobile. A small local gambling establishment may be more amenable to many mobile gamers because of its nearby location and the extra excitement of gambling among a group of people.
Conclusion
As news, the fear that underage gambling is getting out of hand is very disturbing to the gambling industry generally. It seems that the laws make it easy for young people to access gambling, especially at small businesses.
